I am assuming Plumeria sp.

Let it dry out some and allow the cut ends to dry out/heal/seal etc..
Alternatively seal with wax or some fungicide.  Then plant in a very well
draining (all most all large sand volcanic cinders, etc) and keep on the
dry side until it roots and new top growth appears.  Problem is the stems
often rot.  When established really well repot into standard medium and
water as needed...
