advice please

Need some help with two things please -
 
The best way to root frangipani from a cutting - the parent plant has kicked the bucket so this is a salvage job.
 
Is there any chance of Echium fastuosum surviving the winter in my garden ( outer London, south facing wall) ? The foliage is beautiful and it has made a large bush but it is yet to flower .I knew I was mad to buy it but you have to try these things.
