For people who want a lower growing Cordyline, C. 'Red Fountain' with
good red-wine foliage is a newish cultivar worth consisdering. It is a
hybrid between C.pumilio and C banksii and while it will grow a trunk
eventually, stays low like C.pumilio for several years. It does however
need a good deal of sideways space to accomodate its veritable fountain
of leaves.
