They are the same. Kniphofia 'Christmas Cheer' was introduced by the
Huntington Botanical Gardens in the late 1970s. A couple of years later,
'Winter Cheer' showed up in a couple of nurseries, and this name has
persisted.
In most years, 'Christmas Cheer' blooms nonstop from October to April. This
year, with the cool spring, its flowering has been prolonged. I just
removed the last faded bloom off one clump last week.
