I have no idea what the legal allowance is for trimming this kind of beast, but I would do the following.
Wait until such time as you know this neighbor is out, and then trim as much back as is humanly possible without it being visible from his side.  Provided he doesn't come over for tea someday, or have the growth on his side adversely affected, he will be none the wiser and you will have your own secret delight.  It may sound like a sneaky thing to do, but I prefer to see it as non-confrontational hedgerow management, or NCHM as the UN would be likely to call it.
