I have H pimelioides cerulea, which has not only perhaps a bluer foliage still, but lots of really beautiful deep blue flowers in season. I see from my NZ plant encyclopedia there is also availble now a variety called 'quicksilver' which in the pic looks indeed very silvey, but I have yet to catch up with this.

I have found that to get the best out of most Hebes it is worth while regrowing them every few years to retain youthful vigour. I had a problem with H. pimelioides to begin with, as it (to my astonishment) stoutly resisted reproduction by cuttings. Fortunately, the alternative - layering - works splendidly every time, so every few years I bend down a suitable branch after flowering and make me a new plant.

For any plant which is reluctant to grow from cuttings I can recommend layering which nearly always seems to easily solve the problem. Among plants in this category I would include many plants of the heath family and also the thymes.
