Rod, it has been in common usage here in the UK for many, many years.
I frequently use it and have seen it used on medit-plants by others,
on quite a few occasions.
I don't know who it can be attributed to, but you would probably have
to go back at least 80 years or more into the old UK gardening books
to find out. I pretty sure that Gertude Jekyll used the term in
reference to several plants.
