Abutilons and scale

My scaly abutilons get cleaned up by wasps during the summer. 
Unfortunately last year we had almost no wasps, so the cleanup didn't 
happen.  It might be another waspless summer - so far I have only 
seen one queen - on the sidewalk, and I stepped on her.
