Hi Cyndi,
It does look a little off for Ligustrum vulgare, but here are some pics of that species which I found with a web search. The European wild privet (which I know as a British wild shrub) does have narrower leaves than the cultivated Asian privets. Certainly the flowers would help with your plant. It must produce them if it has berries. I can't think what else if it's not a Ligustrum. There's Lycium (Solanaceae), but I don't think it has terminal clusters of berries like that.
