oaks in lawn

I am a member of the landscape committee of my homeowners association.  The
committee is concerned about six oaks that are in a lawn area that is being
watered regularly.  We propose to take out the lawn but need solid
documentation that this is the way to go.  Can anyone recommend where to
find this information?  I was thinking about UC Davis but don't know whom to
ask there.
