If you're planting near a pool, I'd definitely stay away from plants that attract bees -- such as Abelia, Lavenders, and Rosemary.
The Cycas, too, may be unwanted due to it's somewhat spiny fronds. Too many naked bodies in that area for such weaponry.
The Phormiums would be a great choice and I'm sure they'll tolerate the occasional
-2C.
Additionally, I'd suggest Aloe maculata/saponaria, Cordyline (check out the new one called 'Krakatoa'), Dianella tasmanica, Dietes, Hemerocallis, and Strelitzia.
