Pamela,
Jacaranda trees quite commonly turn a yellow green
shade during the colder months here in northern
California, if they do not outright lose their leaves.
 This is completely normal, and is reflective of a
slowed metabolism and inability to uptake nutrients
during cold stress.  If new foliage pushed out in
spring is also a sickly green color, then there is a
need to fertilize.  Many subtropical plants in
temperate climates will do the same, and it is
completely normal.  

As to not blooming, if your tree were located here in
northern California, I would suspect insufficient heat
to promote blooming, or being in the path of constant
cold winds off the bay/ocean are the number one reason
Jacaranda fails to bloom even at good size here
locally.  I doubt that it is even possible to be too
chilly in spring/summer in the Costa Blanca, so it may
be that the tree is getting too much water in the
winter, and also needs a fertilizer to promote
blooming.  These trees are native to areas that are
winter dry/summer wet, and likes a bit of a drought
induced stress in winter to promote best blooming in
spring.

As to being topped, Jacaranda easily will regrow new
limbs that can quite easily be shaped to form a new,
well formed tree.  I would suggest your
friend/neighbor have a discussion about what is
appropriate maintenance in their absence, to avoid it
happening again.
