Power company pruning (was jacaranda)

Around here, we call what the power companies do "utili-pruning"...it makes for some weird, um, "topiary" shapes at times.
 
The local power company used to have a website for choosing plants around power poles called SafeTree.net, but it's apparently been merged into another tree selection website, SelecTree: http://selectree.calpoly.edu/. That website is hosted by my alma mater, Cal Poly San Luis Obispo, and has a good database of trees for mediterranean climates. Pamela, is your friend sure it was the neighbours who topped the tree? I see power lines above it.... In Greece the power company reserves the right to reduce the height of any tree whose branches come close to power lines.  They can come into your property even in your absence and do what they have to do without special permission.  Maybe it's the same in Spain.

A friend of mine here on the Costa Blanca has a Jacaranda. She has been in the house for 2 years but it has never flowered.The strange thing about it is that it has not dropped any leaves at all . A very 'kind' neighbour took the top out of it while they were away. I would personally be incensed about it .......but she is philosophical !   Does anyone know why this has not flowered or dropped leaves in 2 years? I think it looks a tad yellow to me but I don't know much about Jacarandas.
