Dave,
One very nice ground-cover which I saw on last week's visit to the Bay
Area was the native Salvia sonomensis. It's capable of covering a few
square yards, but it's very easy to contain: no deep rhizomes or other
nasty habits.
Another native, this one woody, is Ceanothus gloriosus "Pt. Reyes" in its
smallest forms. Saw this in its type locality at Chimney Rock Saturday.
It was no more than 3 inches high at this site.
