Hi, Nan.
The problem, as I see it, is that things that grow 'thin' and 'tall' don't
also usually grow 'wide.' That leaves you with the choice of growing either
a row of columnar plants (Podocarpus macrophyllus would be a good choice, I
believe), or with growing something that wants to grow thicker and taller,
and having to shear it several times a year to keep it to the desired
dimensions (Xylosma congestum comes to mind). If you want something
carefree, I would go with the former. I have a Xylosma hedge, and, although
it's beautiful, it's a pain in the derriere to shear it 5 times a year. In
your climate, it would probably need shearing 10 times a year! Let us know
what you decide.
