- I hate to shear things but if I have to I will
- As drought tolerant as possible, but of course I can water the first few years
- This is a utility screen with aesthetic value
- I have considered lattice or other type of other type of support (but not chain link) with vines -- that is where I was headed when I decided to ask the group for a recommendation.

You're not giving enough information. Precisely how wide (deep) can it be?
What are the conditions? Is it full sun? Are you willing to shear it
occasionally to keep it thin? How drought tolerant? Are you willing to
give it regular water for the first two or three years or more until it
reaches full height, then cut back, or does it have to exist purely on
rainfall? Is it purely a utility screen or are there aesthetic
considerations. Have you considered a chain link fence with a vine? What
is your budget. All these factors and perhaps more would enter into an
intelligent recommendation.
