I am sure there must be some "universal" weeds but
just because some plants have "track records" in other
parts of the world does not automatically make them
weeds, noxious or otherwise, elsewhere.

Not only do we still grow Lantana camara as a choice
ornamental in my greater area (it has NOT become a
weed of note anywhere here, we also regularly grow:

Araujia sericofera, Argemone, Asparagus (ornamental),
Carex, Cotoneaster, Crocosmia, Gleditisa, Macfadyena,
Olea, Pittosporum undulatum, Thunbergia grandiflora,
and Zantedeschia aethiopica.  And Lantana
montevidensis.  And I've heard of some folks who
actually grow Cannabis sativa.  

All of these plants are on the "Noxious Weed List for
Australian States and Territories" (prepared by the
National Weeds Strategy Executive Committee).
