Jilly, The plant needs to be pruned to avoid the risk of damage you are experiencing.On the other hand, where you are is the native habitat so new plantings are not very problematic as the older plants get too large and scraggly.
Fine website, could not really see the echiums for dogs. lucky dogs, by the way.
