Pamela, it's called Bulbine frutescens and is listed in Heidi Gildemeister's book, Mediterranean Gardening. It comes with orange flowers, as you say, but also yellow and spreads like crazy. Fabulous plant for dry gardens and never needs water although looks better for a little at times. Does best in full sun. Mine grows in very rocky soil and covers a space very quickly.
Heidi G mentions that it is less pretty but more drought tolerant than Bulbinella floribunda.
