It's definitely rockrose (Cistus). This particular type along with Cistus salvifolia have naturalized around my part of California. There's a number of shrubs that blend in with the native plants until this time of year where you can easily find them. There's even a big patch of C. salvifolia along the highway that only becomes noticeable when it flowers and the whole patch turns white with its flowers.
