Yes, this is a Cistus, probably ‘Victor Reiter’ named for the famous San Francisco plantsman. It is indeed unusual in coloration with the pink shading to white in the center. A handsome plant. Where was it growing?

Hello wise people,
I saw these flowers recently and thought they were roses but on closer inspection the do not look correct. The leaves now look like a rock rose but the flower color is unlike any I’ve seen. Maybe something else entirely?
