I assume he intends on injecting an insecticide?
this seems a bit drastic
This palm must be pretty big for it not to be cleaned of bugs by hand
If they have been sprayed once to no effect then I am guessing that the
culprits
are sap suckers and hiding under little waxy shields secreted to protect
them from predators. Common names are many but I call them scale
insects.
Anyway you should be able to wipe them off with a damp cloth if the palm
isn't to big and if it is a small palm the 'cut' may end up killing it.
As palms are grasses they have a central growth point
if that growth point is cut, removed or damaged the plant dies.
