Since I run a small (tropical hibiscus) mail list, here's my perspective. 

People are constantly told on my list not to send attachments and the 
software, LetterRip (Mac), is configured to try to stop all attachments. 
The reasons are: (1.) some subscribers may have small mailboxes (WebTV, 
AOL) and a large attachment could fill them and prevent their receipt of 
any more mail. (2.) Not everyone has our cheap $20/mo. Internet access 
and may be charged for the larger volume. (3.) With so many viral 
attachments on the Internet, many people are afraid of all attachments. 
(4.) Some subscribers' software can't handle attachments. (5.) Other 
people's software requires a 2-step process to dispose of messages w/ 
attachments. (6.) Digests may be affected.

Last week a subscriber sneaked a fairly small JPEG past my mail list's 
software and the list's e-mail started bouncing as some mailboxes reached 
their limits. Subscribers in the digest mode got an attachment filled 
with stuff like this:

Everyone on my list is told that, if they have anything they feel 
everyone will want to see, to please e-mail it to me and I'll put on a 
Web page and post the URL. Personally, I'd never want to guess what all 
subscribers would be interested in.
