Perhaps it's disturbance or not enough shelter that is causing the problem? I don't think Paeonia seedlings like to be transplanted in the way that many other plants tolerate. I grew them (in England) by planting 1 seed per 3 inch (7 cm) plastic pot and putting the pots into a shady frame to protect them from too much sun, rain, wind, etc. Remember these are generally woodland plants in the wild and therefore enjoy sheltered conditions. A topdressing (mulch) of fine gravel keeps the compost moist between waterings. I transplanted the pots into the open ground once the peonies were in their 2nd or 3rd year, depending on how large they were and if they looked robust enough to survive outside. They generally took 6 or 7 years to flower from seed by this method.
