This is not NEW news. This is exactly the climate we experienced during the time we lived in England, from 1988-1990, 14 years ago. It was a huge topic of discussion, even back then. Our front garden flooded both of the two winters we were there, and both summers there were "hose pipe" (garden hose) bans due to the drought.
