The reason for slow-rooting cuttings could be that the plant is dormant.  If
your rosemary is actively growing, then cuttings made from fresh, unripened
wood (green, firm stems) are best.  Cuttings taken from non-growing stems
will sit in the rooting media for ages or rot.
