Lagerstroemia in coastal central California

I've seen two varieties of Lagerstroemia planted as
street trees in Oakland, California recently, one
blooming a rosy pink and another a sort of ecru or
creamy white. They appear mildew resistant. When (and
where) were these developed and introduced to our cool
foggy clime? What are their names? How large can we
expect them to get?
