Hi Maria,
Re lawn replacements: I have used a mix of Frankenia laevis, Lippia
nodiflora and Matricaria tchihatchewii around our pool; It isn't watered and
it's stayed green all summer tho I know we are a bit cooler than you. This
is mown about once a fortnight.
On an unwatered south facing slope with poor soil also near our pool I've
had
success with Bulbines mixed with Nolina and Dasylirion, also short lived
perennials such as Hunnemania fumarifolia, Oenothera fremontii and
Trachelium caeruleum and annual argemones. Delosperma cooperi and other
mesems plus hardy aloes Leucophyllum frutescens also does very well here
and might provide you with the grey foliage background you
are looking for.
Good luck

Summer up to 35° ocasionally this year, winter -5/6° if not more
