Yes this is the chives used in Asian cooking.  I haven't tried it but it
is supposed to be somewhat spicier than your traditional chive. Arnold

Dear  all,
This allium species  really deserves some attention;   It is so easy to
grow in a whole range of climates:  planting Octobre -February , growing
cycle March-November, flowering August - Septembre.
It can grow from seed to flower in one year.  Spreads easily through out
the garden, but can be easily controlled, also grows well in pots,
flowers abundantly  with  green/white umbels.  Has been in flower here
for 3 weeks and goes on until the middle of septembre.  As an added 
advantage it can be used for cooking. The storage organ is  a rather
shrivelled uninspirring rootstock, nevertheless never fails to grow. 
Well worth trying
