plant ID

This is a smallish shrub with very delicate, bell shaped medium blue
flowers. The leaves are small, maybe 1 3/8" long, approx. 3/8 inch wide at
the widest part, elongated and pointed at the end. Its a lovely plant and I
see it in some Berkeley gardens.
