I planted some bulbs of crocosmia about 6
or so years ago and had the same experience with them that you have had with
these. Digging will eventually work. I still have the crocosmias,
because I love them so, but I treat them as a weed. Each year after
flowering and again in the late winter when they start to put out fresh shoots,
I pull them up viciously, leaving only the space I want them in intact.
After that, throughout the year, I just yank them up when the soil is
moist wherever they pop up adventitiously, as though they were spotted
spurge or any other weed. I would think if you dug down and removed them,
and then just kept after what ever sprouted up for the next couple of years you
would be fine.
