You don't say what kind of soil they were planted in, but my guess is too much water applied during the heat of summer.  Warm moist soil, especially poor draining clay, invites destructive soil organisms which attack lavender roots.  These organisms are not as active in cool winter soil, so planting lavenders is much more successful in autumn.

Lavender and many other medit. climate plants need good drainage, poor rocky soil, and the major proportion of their water delivered in the winter and spring while they are actively growing. They go into summer dormancy during the heat and are more prone to root rots.

Try again, and best of luck!  You know they say you must kill several plants before you can understand them  :-)
