I've not germinated this Senecio from seed personally, and I don't find specific information for sprouting this succulent. But I do find this general information which looks pretty good and would probably serve you well:

Yes, S. mandralisae is fairly common here in California (not sure about elsewhere in the US). A bit less common is S. serpens, which can be thought of as a smaller, dwarf version of the other. Bot are pretty easy from cuttings, which is how they are generally increased in our trade. No idea what kind of variation you might get from seed grown plants - could be interesting.
