Any plant with silvery leaves ( as I presume yours has) and also of
Californian origin is likely to resent cold winter wet and I think yours
might be safest wintering in a pot. I am not familiar with the
particular species, some artemisias do die down in winter, but whether
this makes them more forgiving of wet I am not sure anyway.
One suggestion for propagation. Have you tried layering? I Have found
this successful for many plants which are hard to grow from cuttings.
