I have tried this only recently so haven't any empirical evidence of its long
term success. I am hopeful though. I was told (and this makes sense to me) that
one needs to apply the herbicide immediately after dropping the trunk while the
cut is fresh.

I've tried this without much success. The plastic decays or gets torn 
long before the stump gives up... Perhaps other people have had more success?

This could work if one is really vigilant and patient. I find that I am neither
