In my garden, California poppies do behave like perennials, coming back each 
year from the fleshy, carrot-like roots, unless I pull them up or otherwise 
kill them.  They are also prolific self-seeders, and so behave like many 
annuals.  My copy of A California Flora calls them "annual to perennial," so 
I guess that about covers it.
