IMHO, I would moisten the soil first.
As much as I hate to take the time for the water to settle.
But I've learned the hard way that if you work with dry plants, you lose a
lot of the soil and expose the roots and, in general, disturb the plants much
more. Also, if they are dry, they are already slightly stressed and moving
them dry only adds to their stress.
