Nothing will permanantly fix a terra cotta pot, but you can make it look good, if nothing else. Unglazed Terra Cotta is very porous and thus will expand and contract with heat and moisture. Epoxy will work for awhile, as will a silicon sealer - the caveat being *for awhile*. Epoxy putty may work longer than most, expecially if you make a lip of it on the inside of the pot.
Once a ceramic pot is cracked, it can never be made whole again due to the disruption of the alignment of the silica molecules.
The idea of packing peanuts and small pots of annuals is a good choice for still utilizing the shape, if not the spirit, of the pot. Be sure to put a tray underneath the pots of annuals to catch overrun when watering, though.
