Sounds awfully close to gasoline... (I realize <> identical, though...)
Gasoline's a wickedly effective poison ivy killer... But then, its
effects are pretty immediate, so if you haven't already seen the damage,
maybe the water seal formulation is enough to keep the liquid on the
surface, which would mean leaf death and not plant death.
