Unfortunately, there's not much that can be done. The oak-leaved hydrangea
is definitely a Southern species, with the northernmost border of its
native range in Tennessee.
If flowers aren't important and you just want to grow it for texture
and foliage, it may be possible to shelter the plant. If it's protected
from winds and in a hollow it may survive. You could also try covering
it in pine boughs in the winter, but I'm not confident that it will
make that much difference. I'm sorry.
