You didn't mention sage (Salvia officionalis). There are also several forms
of sage with beautiful leaves, Salvia officionalis 'Aurea', variegated green
and yellow, S. off. 'Tricolor', white, pink and green mixed, and S. off.
'Purpurea', with purplish leaves, in addition to the normal green. The
coloured ones are not reliably hardy for me but I would think that they
would be for you. Pineapple sage has beautiful red flowers; it is a tender
perennial here, but would it be hardy for you?
Some other suggestions are garlic chives (Allium tuberosum), lovage,
tarragon, and sweet cicely (Myrrhis odorata). Bergamot (Monarda) is a tea
herb and a great delight for hummingbirds. If you are bothered by mildew
get a mildew resistant cultivar like Marshall's Delight. If space is at a
premium Richter's catalogue lists a bergamot called 'Petite Delight". I
have never seen it, but the catalogue says that it grows only 25-30cm high,
has lavender-pink flowers, and is mildew resistant. Finally, Bronze fennel
is very decorative.
