Hi Bill,  I imagine Red Twig Dogwood (Cornus stonlonifera) could be started
in winter as hardwood cuttings, but there are easier ways to do it.  You
could try tip cuttings in summer on bottom heat 70F or watch for naturally
occurring layering of this fine shrub and merely separate the rooted branch
from the mother plant while doing your pruning and pot it up.  I have done
both and it is easy.   Marilyn
