Perhaps if your'e going to be hauling in lots of dirt anyway, you could
lay down some course gravel in the bottom of the terraces and amend the
top soil if needed with sharp sand and lots of humus. This would allow
the new soil to drain easily.
I have never had much trouble with plants being close to treated lumber.
At least with railroad ties that were treated with creosote.
