Ralph,
I find that Echinacea 'White Swan' just isn't as prolific as the purple
forms. Did you try scattering seed around from last year's flowers? I
second the opinion about wet feet--this winter was unusually wet here in
zone 6. It's a great plant, so don't give up on it.
