These little critters are fungus gnats. They live in the top layer of
soil and thrive in the wet conditions favored by seedlings.
In the GH, I use a commercial solution of Gnatrol. It is BT that I mix
into water and drench the plants with it. The BT kills the gnats and
doesn't harm the plants.
If you have some BT, mix some into water and water your plants with it.
It only takes one time.
