Probably fungus gnats. Larvae feed on decaying organic matter(i think) and
can damage seedling roots if they get out of control totally. They seem to
be a problem for me only indoors(in house, not greenhouse - predators?).
Yellow sticky traps do a reasonable job at keeping the numbers down for me.
