Yes but usually via  commercial nursery/

Local groups also hold plant sales. I am in the Cheshire group (but am not
active)
Its organised and supported by the RHS these days. The NCCPG also gave rise
to the idea of national collections and i tink that was were Barry Glick
got his ideas about having the American National Collections.  Beth Mtney
has applied  has  appled to be the USA National collection holder for
Hibiscus syriacus

Well its my double dames vioelt, the first NCCPG  success from publishing
their pink list.

I am so very very busy  with writing policies for work other wise i would
scan and send the pink list to you for your perusal!

alas this treasure is sterile and all I had was a stumps.

I lost a lot of my plantings last year. Funny Year!!!!

Still I made up for it at Harrogate when i bought 2 tree peonies, from
Kelways the famous breeders for £15 each as well as a New Phlox p "Nora
Barlow" and some silver laced primulas and double primulas ........ooooh
and a Ememurus "Cleopatra".....and a few other bits!!!!
