Hi,
My experiece with Penstemon is that many of them need some cold treatment to
germinate. I have sown many different Penstemons this season, all planted in
ordinary sowing medium, kept indoors for 2 weeks, the moved outside under
snow cover for 6 to 8 weeks, after which nearly all of them sprouted. If you
don't have snow, I expect some weeks in the fridge will help.
