Don you are correct on both accounts. It is Preen and it will not get rid of 
existing weeds. Once the area is cleared of exsiting weeds you apply the 
Preen around your plants to prohibit the weeds. I don't think it can be used 
with plants that you are starting from seed directly in the garden because 
like the previous post asked how would it know which is the seeds you want to 
keep. It doesn't
