I looked up Cleome in the Seeds List Archive and found this:

One thing mentioned was starting them without pre-chilling.
I also found somewhere that said Oscillating Temps but didn't note where and
couldn't find it again.

last year's plants, right? >> Some people have better luck with self-seeding
than others. But, I think, you will not see seedlings until a couple weeks
after your last frost date as the ground has to get warm up enough for them
to germinate.
